Why doesn't USA Today sell its iPhone platform to other news outlets?

One of the headlines generating Twitter chatter yesterday was “USA Today Regrets its iPhone app is Free & is “Stunned” By its Growth”.

First of all: Why the hell would you launch an app you don’t have any faith in? (And what about the app had developers so skeptical?)

Second: Giving the app away for free was regrettable (I personally love the app and would’ve easily dropped a few bucks on it), but since it is so successful, why not sell the guts of it to other news outlets? I certainly don’t have any figures to back this up, but it seems to me USA Today could make quite a killing pimping out its mobile platform to smaller newsbrands that don’t have the money to house their own developers, but still see the need for a mobile app.
